1994, in a dark basement in Resrikivak, Russia, the sound of Rock emerges.  KGB agents are instantly notified as this is clearly forbidden by Jeltsin.  In the basement they arrest 4 ultimate rockers on the account of illegal rocking and ban them to Siberia. On the flight to exile the pilots are blinded by their coolness and ability to Rock.  Completely in trance they fly the Russians to ... Belgium.

After receiving Rock-asylum they live imprisoned to protect the Belgian civilians...  But once in a while ... they escape, ... choose a city and flap the trouser legs of everyone.
